Country Overview

1.1.1.WATER RESOURCES The average annual river runoff generated within the country is 2,711.5km3. Precipitation makes up 98 per cent of total river runoff, the remaining 2 per cent coming from melting glaciers. China can be divided into nine main river basin groups. In the north are the Song-Liao or Heilong (Amur)-Songhua, the Huai, the Huang (Yellow), the Hai-Luan and the interior or endoreic river basin groups. The total average annual internal renewable surface water resources (IRSWR) in these five river basin groups are estimated at 535.5km3, which is almost 20 per cent of the IRSWR of the country. In the south are the Chang (Yangtze), the Zhu (Pearl) and the southwest and southeast river basin groups. The total average annual ISRWR in these four river basin groups are estimated at 2,176.2 km3, which is just over 80 percent of the IRSWR of the country. In total, there are more than 50,000 rivers with basin areas of over 100km2, 1,500 of which have a basin exceeding 1,000km2. Rivers can be classified in two categories: rivers discharging into seas (outflowing rivers) and inland rivers running into depressions in the interior (endoreic basins). The total drainage area of the rivers flowing to the sea covers about 65 per cent of the country’s territory, by far the greater part draining to the Pacific Ocean and small areas draining to the Indian Ocean and the Arctic Ocean. Endoreic river basins cover the remaining 35 per cent of the country’s total area.

1.1.2.WATER USE In 2005, total water withdrawal was estimated at 554.1km3, of which 65 per cent (358km3) was for irrigation, 12 per cent (67.5km3) for municipal use and 23 per cent (128.6km3) for industry. In 1993, total water withdrawal was 525.5km3, of which 77 per cent (407.7km3) was for irrigation, 5 per cent (25.2km3) for municipal use, and 18 per cent (92.6km3) for industrial use. Agriculture is the main water withdrawal sector, but only 45 per cent is actually consumed by crops due to low efficiency in irrigation systems. However, this figure is comparatively high considering the cropping structure. The relatively poor water productivity in the country, US$3.6 per m3, is lower than the average of US$4.8 per m3 in middle-income countries, and much lower than the US$35.8 per m3 in high-income countries. The United Nations predicts that China’s population will increase from 1.2 billion to 1.5 billion between 2000 and 2030. The rapid urbanization of the population is expected to push demand to new heights. The expanding industrial sector is also greedy for water. The recycling rate in the industrial sector is only 40 per cent, compared to 75-85 per cent in developed countries.

1.2.WATER QUALITY, ECOSYSTEMS AND HUMAN HEALTH China’s major environmental problems are: acid rain resulting from air pollution (greenhouse gases, sulphur dioxide particulates) from reliance on coal; water shortages, particularly in the north; water pollution; deforestation; the estimated loss of one fifth of agricultural land since 1949 to soil erosion and economic development; desertification; trade in endangered species. The first Law for Water Pollution Control came into force in 1984. This law soon became insufficient to meet the needs of economic development and environmental protection for several reasons: water pollution continued to increase, the targets of water pollution control changed greatly, and the legal measures for the control of point sources were unable to stop the decline of water quality. The law was therefore amended in 1996. Adopted in 2008, the newly amended version provides more detailed measures for preventing and controlling water pollution from various sources, makes clearer specifications of the responsibilities of different stakeholders and strengthens legal liabilities for water pollution.
