  • Implementation of specific pilot measures in the Indian cities of Kochi (Kerala), Coimbatore (Tamil Nadu) and Bhubaneshwar (Orissa) to anchor climate-friendly solutions in urban management in the areas of urban green planning, “green buildings“ (=improvement of climate and environmental impacts of buildings), rainwater management, management of construction and demolition waste as well as household waste.
  • In Kochi, a citywide Climate Action Plan has been prepared with support of the project.
  • The Ministry of Housing and Urban Affairs (MoHUA) and the National Institute of Urban Affairs (NIUA) have developed and launched the Climate Smart Cities Assessment Framework (CSCAF) in 2019. With its 28 indicators, the CSCAF measures the progress of cities towards combating climate change in 5 sectors: (i) Energy and Green Buildings, (ii) Urban Planning, Green Cover and Biodiversity, (iii) Mobility and Air Quality, (iv) Water Management, and (v) Waste Management. It provides incentives and guides cities towards improving their climate impacts when implementing urban measures, including investments.
  • NIUA has established the Climate Centre for Cities (C-Cube) to steer the implementation of the CSCAF and support cities in ensuring that their urban planning and development actions are informed by climate risks and enhanced by climate action.
  • Stakeholders from 100 cities trained to improve monitoring of CSCAF in their cities.
  • A network platform has been created to exchange results of the CSCAF as well as of good practices (e.g. through a Best Practice Compendium).
  • Collaboration with national and regional training institutes for training of city officials and for upscaling to other Smart Cities. Trainings and Training of Trainers conducted on “Sustainable Construction and Demolition Waste Management” and “Urban Green Planning and linkages to CSCAF”.
  • Several cooperation agreements with national and regional training institutes for training dissemination and upscaling.
  • MoHUA has established a Climate Smart Cities Alliance which consist of 26 national and international organisations. The aim of the alliance is to strengthen the cooperation between national, bi- and multi-lateral organizations for the implementation of climate protection measures in cities. C-Cube performs the secretariat function for the alliance on behalf of NIUA.
  • Study tours to Germany for promoting Indo-German exchange between relevant stakeholders in the area of sustainable urban development were organised. Peer-to-peer exchange with German Cities that are part of the International Smart Cities Network (ISCN).

Project Narrative

Dynamic urbanisation, rapid population growth, and changing consumer and mobility behaviour are posing challenges to India’s urban infrastructure. As key sources of greenhouse gas emissions, cities play an important role in national climate protection policy. However, local capacities are not yet sufficient to efficiently implement local climate strategies and/or urban development projects with an impact on the climate. The project anchors climate-friendly solutions in the planning and implementation of projects of the Indian government’s Smart Cities Programme. It advises the Ministry of Housing and Urban Affairs (MoHUA), cities and federal states on climate-friendly infrastructure and urban development, the development of competencies of city administrations and training institutions, and on network formats. Furthermore, the project supports the German-Indian policy dialogue on climate-friendly urban development. The project contributes to the achievement of national climate targets and urban SDGs.
