Project Overview

This project approaches the problem of the high demand of water in urban and peri-urban areas, which surpasses the Patio aquifer recharge speed. The Patio aquifer is located in the city of San Lorenzo, an area where the municipalities of emby, Villa Elisa and Fernando de la Mora come together, all part of the Central department, 100% urban and peri-urban, with over 600 thousand inhabitants in a total area of 90 km2, with a higher recharge deficit. This pressure on the hydrological resource is more complex in terms of quality since less than 10% of the population of the area has a sanitary sewage system. In the best of cases, owners have septic chambers, but the most common is to use blind wells as household sanitary system. With the purpose of identifying potential recharge areas with greater possibilities for intervention and less risks, along with the National Commission for the Management of Lake Ypacarai (CONALAYPA, because of its initials in Spanish), we looked into common areas of the basin of the Ypaxarai Lake and the Patio aquifer. While Aregua is characterized for having ceramic craftspeople, a community sense and a very well-organized and active civil society, it does not have a Basin Council currently active, and the local authorities do not invest a lot of resources or efforts in coordinating the implementation of measures to protect the hydrological resources of the area.
