El proyecto permitió solucionar los problemas de contaminación y afectación a la salud y a los ecosistemas por la disposición de las aguas residuales domésticas al aire libre donde finalmente se infiltraban en el suelo o se vertían directamente a los cuerpos de agua sin tratamiento. Este proyecto fue ejecutado a través del mecanismo de obras por impuestos.
