Project Narrative

The Global Programme will be implemented in Ntoroko and Bundibugyo Districts with 2020 estimated populations of 75,300 (36,300 females/39,000 males) and 261,400 (133,600 females/127,800 males) respectively. Ntoroko district is headed by District Chairman Local Council V and consists of 3 sub-counties, 4 town councils and 10 parishes with 63 villages while Bundibugyo has 7 sub-counties, 42 parishes, 2 town councils and 263 villages. In Bundibugyo district, the estimated rural water access is 59% and functional capacity is 62%, which is below the national average of 68% access and 85% functional capacity. Sanitation coverage is estimated at 35%. Access rates to water services in Bundibugyo vary from 35% in Bubukwanga Sub-County to 95% in Kasitu Sub-County. Bundibugyo District has 1,140 domestic water points serving a total of 166,550 people, of which 119,969 are in rural areas. 356 water points have not been operational for over 5 years and are considered abandoned. Bundibugyo has 20 piped systems. These WASH parameters are similar to those in Ntoroko District, the second proposed project area, where access rates range from 58% in Kanara Sub-County to 95% in Rwebisengo Sub-County. There are 457 household water points in Ntoroko serving a total of 62,328 people of which 41,975 are in rural areas. 123 water points have not been operational for over 5 years and are considered abandoned. Ntoroko has only 1 piped water system.
