The Baroro River Watershed is 19,063 hectares and is the main source of water for both irrigation and domestic consumption in several municipalities. The Baroro River Watershed is 19,063 hectares and is the main source of water for both irrigation and domestic consumption in several municipalities. To sustain its productive capacity in providing water and other land services, as well as to prevent the area from further degradation, a concerted effort of the various national government agencies (incl Local Govt Units), in the continuing protection, development, conservation and rehabilitation is being carried out. On World Water Day, March 22, 2023 - ÁLON was asked by the Philippine Department of Energy & Natural Resources (DENR) - Region I (ILOCOS NORTE) to facilitate the design and transition from an "Integrated Watershed Management Plan" (conceptual framework) into an Integrated Action Plan geared towards achieving the watershed's sustainability. This objective will be achieved by means of direct support delivered to the DENR's "Information, Education & Communication (IEC)" Campaign to increase stakeholder awareness on conservation efforts, the importance of natural resources management and the promotion of stakeholder involvement in the development and management of their landholdings. ÁLON functions as an independent advisory agency driving and supporting the IEC campaign with DENR's Baroro Watershed Task Force, engaging external support from the international community and private sector.

A Multi-Sectoral Watershed Management Council (MWMC) will be created, comprising representatives from LGUs, Watershed Municipalities, Peoples Organisations, NGOs, Tribal Communities, Farmers & Landowners and local community stakeholders. The "RIDGE TO REEF" approach is adopted to design engagements at multi-stakeholder levels to ensure their participation in planning, policy making, strategy & plan implementation, monitoring, evaluation and protection of the Baroro Watershed. The establishment of an Integrated Water Resources Management system - including the management of vulnerable areas - to avert the projected 10-year severe water supply shortages problems in the lowlands, and to counter water and soil erosion - calling for the establishment of forest plantations in degraded areas.
